This article critically evaluates the process of technology transfer from developed to developing countries. It considers market-based policies contained in the United Nations Framework Convention on Climate Change, which are proposed as tools to promote the transfer of technologies that can abate greenhouse gas emissions contributing to climate change. It uses the case of India to exemplify the conditions that exist and issues that arise in a rapidly developing country that is a recipient of such investments. It contests the claim (...) that such market-based strategies embodied in the present climate policy framework can facilitate the transfer of technologies that offer ecologically sustainable and socially equitable solutions for developing countries. How far back did the notion go, that (...) non-Western philosophies were inferior? While Ambrogio often extends his argument to non-Western philosophies in general, in this monograph he examines only what he defines as "orientalist" philosophies—the philosophies of India and China. Since Ambrogio is investigating the histories of philosophy written in Europe, this choice makes sense: India and China were the two philosophical giants that most European philosophers needed to include in their works in order to claim to be universalist. No philosopher who wrote about world philosophies—and by extension no historian of philosophy—could ignore India and China, whether it was to dismiss the philosophies emanating from these geographic regions as inferior, or to extol them as proof that Europe was not the birthplace of "original thought."Ambrogio has chosen a time span from 1600 to 1744 c.e. to represent "the year 1600 … [,] the publication of Barbaricae philosophae antiquitatum by Otto van Heurn[,] and 1744[,] the year of the publication of the last book of the Historia critica by Jakob Brucker."2 Within the limits of this time [End Page 220] span, Ambrogio examines the work of several scholars who included Indian and Chinese philosophies in their "world histories of philosophies" and delineates three major historiographical trends. I know that most, if not all, of the authors Ambrogio cites had successors in their individual traditions well into the nineteenth century, if not the twentieth. While many histories of philosophy focused solely on the Western and classical traditions (as they did during the period under review by Ambrogio as well), the work of historians and scholars on Orientalist philosophies continued to multiply. To the extent that Ambrogio diligently studies his sources and constructs his argument, his work is commendable, but as a historian my questions for Ambrogio have to do with the underlying rationale for the time span he has chosen, and, by that extension, by the choices of his sources. Below I collect evidence that Asians continue to be included in the histories of philosophy past 1744, and in so doing suggest that this fact has an impact on his historiographical model.For instance, I would like to understand why, in his choice of sources, he has omitted all colonial works, especially since he engages with the argument that descriptions and understandings of Indian and Chinese philosophies were meditated through lenses of proselytization and of conquest. Granted, he is beginning with historians of philosophy, but as the eighteenth and nineteenth centuries progressed, historians also diversified their writings—as Ambrogio acknowledges—into histories of religion for instance. The connections between, and descriptions of, non-Western religions and philosophies were so muddled that it is impossible to separate them, save by attending to the titles of individual authors' works as being about religion or philosophy, respectively.The contents of such works are so closely related, at least in the Indian context, that contemporary historians, especially of the colonial period and of Indology, do not quibble over whether these works are about religion or philosophy. Background: As there is little Indian data about severity, frequency and types of research related injuries, costs involved and policies regarding compensation, this study was conducted to review the present Indian scenario. Methods: The study was carried out in three parts; a questionnaire-based survey, in-depth interviews, and a review of informed consent and insurance documents of projects submitted to three ethics committees. Results: 47% of investigators were either unaware of, or had not understood, the legal requirements and depended on sponsors (...) to manage these issues, whereas 74% of ethics committee members were aware of the requirements. Although 40% of investigators, 30% of ethics committee members and all sponsors had policies to manage compensation issues, these were mainly to provide immediate free medical care or reimbursement of expenses incurred for the acute management of an adverse event. Compensation for loss of time/wages, death, physical disability or long term incapacitation was not included. A review of informed consent and insurance documents showed that compensation issues were inadequately discussed, with only insurance certificates submitted to ethics committees. Conclusion: In India, there are no uniform policies and investigators are largely unaware of their responsibilities. Therefore, there is an urgent need to draft national guidelines regarding compensation for research injuries of research participants and highlight the responsibilities of each stakeholder. Potential research injuries should be categorised based on risk assessment, severity and seriousness of the injury. Further, it would be necessary to have arbitration committees to determine the extent of compensation. Training and awareness workshops for those involved in clinical research, including research participants, is also needed. (shrink)

Background The use of lengthy, detailed, and complex informed consent forms is of paramount concern in biomedical research as it may not truly promote the rights and interests of research participants. The extent of information in ICFs has been the subject of debates for decades; however, no clear guidance is given. Thus, the objective of this study was to determine the perspectives of research participants about the type and extent of information they need when they are invited to participate in (...) biomedical research. Methods This multi-center, cross-sectional, descriptive survey was conducted at 54 study sites in seven Asia-Pacific countries. A modified Likert-scale questionnaire was used to determine the importance of each element in the ICF among research participants of a biomedical study, with an anchored rating scale from 1 to 5. Results Of the 2484 questionnaires distributed, 2113 were returned. The majority of respondents considered most elements required in the ICF to be ‘moderately important’ to ‘very important’ for their decision making. Major foreseeable risk, direct benefit, and common adverse effects of the intervention were considered to be of most concerned elements in the ICF. Conclusions Research participants would like to be informed of the ICF elements required by ethical guidelines and regulations; however, the importance of each element varied, e.g., risk and benefit associated with research participants were considered to be more important than the general nature or technical details of research. Using a participant-oriented approach by providing more details of the participant-interested elements while avoiding unnecessarily lengthy details of other less important elements would enhance the quality of the ICF. The encounter of the cognitive apparatus with the phenomenal world had led to the emergence of independent thought processes either based on scientific method of enguiry or on meditative experiences. In the course of time these have developed into a systematized body of knowledge. They purport to provide peace and happiness, but when seduced by power a distorted value structure has been legitimized. The plethora of evidences suggest the 'self' has been incapacitated for long. The scientific experiences have been given (...) supreme status. The paper stresses the need to attain a beginner's mind so that looking within and looking without no longer remain intangible goals of education. The naodalities have been discussed to escape the bonds of conceptual limitations. Finally, it is suggested that this constructive role of optimizing the oppor tunities for formation of intellect, which moves beyond conventional intellectualism, will evolve into a com passionate world-serving intellect, and pave the way for peace and harmony in this turbulent world. This research investigates the nature of phatic communion in instant messaging interactions. It adopts and expands Jakobson’s much-quoted definition according to which ‘phatic’ is the language in an interaction whose primary purpose is to maintain contact between the speakers. Adapting conversation analysis for the study of textual interactions, the research observes the linguistic means used by interlocutors to signal attention, interest, and agreement – these being identified as important constituents of contact. The corpus comprises 60 chats, collected from 20 participants (...) who chat in a mixture of English and Indian languages such as Marathi and Hindi. Openings, middles, and closings of these interactions are analyzed to study the ways in which participants establish, maintain, and terminate contact. The use of various linguistic means in these interactions such as back-channels, evaluations, expressives, and questions draws attention to a significant amount of interactional work done by interlocutors towards maintaining contact. Stochastic forecasts in complex environments can benefit from combining the estimates of large groups of forecasters (“judges”). But aggregating multiple opinions faces several challenges. First, human judges are notoriously incoherent when their forecasts involve logically complex events. Second, individual judges may have specialized knowledge, so different judges may produce forecasts for different events. Third, the credibility of individual judges might vary, and one would like to pay greater attention to more trustworthy forecasts. These considerations limit the value of simple aggregation (...) methods like linear averaging. In this paper, a new algorithm is proposed for combining probabilistic assessments from a large pool of judges. Two measures of a judge’s likely credibility are introduced and used in the algorithm to determine the judge’s weight in aggregation. The algorithm was tested on a data set of nearly half a million probability estimates of events related to the 2008 U.S. presidential election (∼ 16000 judges). (shrink)

Digital business has marked an era of transformation, but also an unprecedented growth of cyber threats. While digital explosion witnessed by the banking sector since the COVID-19 pandemic has been significant, the level and frequency of cybercrimes have gone up as well. Cybercrime officials attribute it to remote working—people using home computers or laptops with vulnerable online security than office systems; malicious actors relentlessly developing their tactics to find new ways to break into enterprise networks and grasping defence evasion; persons (...) unemployed during the pandemic getting into hacking; cloud and data corruption; digital fatigue causing negligence; etc. This study adopts a case-based approach to explore the importance of business ethics, information sharing and transparency to build an information-driven society by scouting the case of Punjab and Maharashtra Co-operative (PMC) Bank, India. PMC defaulted on payments to its depositors and was placed under Reserve Bank of India’s directions due to financial irregularities and a massive fraud perpetrated by bank officials by orchestrating the bank’s IT systems. The crisis worsened when panic-stricken investors advanced their narrative through fake news peddled via social media channels, resulting in alarm that caused deaths of numerous depositors. It exposed several loopholes in information management in India’s deposit insurance system and steered the policy makers to restructure the same, thus driving the country consistent with its emerging market peers. The study further identifies best practices for aligning employees towards ethical behaviour in a virtual workplace and the pedagogical approaches for information management in the new normal. The article focuses on the ‘meaningfulness in work’ concept and addresses three theoretical gaps by investigating ‘meaningfulness in work’ from the perspective of Heidegger’s ‘authenticity’ and ‘Dasein’ constructs as well as virtue ethics. First, it adapts Heideggerian phenomenology and argues that meaningfulness in work may be revealed to an ‘authentic’ employee, while they performs everyday activities by ‘existing’ in their world and discovers their Dasein. Second, it emphasizes the normative, as opposed to instrumental implications of meaningfulness and invokes virtue ethics (...) towards this end. Third, it integrates the Heideggerian approach with virtue ethics to describe how an ‘authentic’ and ‘virtuous’ employee may achieve meaningfulness in work (conceptualized as ‘eudaimonia’). An ‘authentic virtuous employee’ ‘exists in their world’ and discovers what is truly meaningful in work to them. They also displays temperance and courage in terms of closing the gaps between current and desired levels of meaningfulness in work, and continually contemplates it. We describe a ‘professional’ as an example of an ‘authentic virtuous employee’. (shrink)

Self-discipline, ethics, character, and philosophy in Hindu poetry; criticism to Bhagavad Gita, Nītīśāstra, Sāra-samuccaya, etc.

As is well known, the Kāśikāvṛtti is the oldest extant rule-by-rule commentary on the Aṣṭādhyāyī of Pāṇini. Two major commentaries on it are available, the Nyāsa from the eighth century and the Padamañjarī, most likely from the eleventh century. In this article we focus on the term pradeśa, which is a familiar feature of the printed editions of the Kāśikāvṛtti on the sañjñā sūtras of the Aṣṭādhyāyī. A closer examination, however, shows that the sentence “Xpradeśāḥ — X... ity evamādayaḥ” is (...) not met with in either of the two commentaries. This has consequences for our understanding of the textual transmission of the Kāśikāvṛtti. (shrink)

ABSTRACT In this essay, I shall discuss Gadamer’s interpretation of Celan’s dialogical poetry in his essay “Wer bin Ich und wer bist Du?” (“Who am I and Who are You?”). One may argue that this is Gadamer’s articulation of the problem of the self-other relationship. To understand the question of self and other, it is first of all necessary to return to the poetic word from which the question arises. Speaking is, for Gadamer, the most profoundly self-forgetful action, because when (...) one speaks, one is so deeply “within the word” that one is not turned toward the word but, rather, to what one wants to say with the word. For hermeneutics, interpreting means putting oneself on the task of the poetic text. The proximity between poetizing and interpreting emerges, also in its specificity concerning the proximity between poetizing and thinking. Such a proximity, in turn, divides itself into two extremes: the word that sublates itself, and the word that stands for itself. It is hence the uncertain fullness of language, where, unsurprisingly, both poetizing and interpreting come into themselves, which constitutes the link between the one and the other. Therefore, the interpreted word, intertwined with the poetic word does not replace what it indicates, but merely points beyond itself, to what is other than itself. ��The Coherent Approximation Principle (CAP) is a method for aggregating forecasts of probability from a group of judges by enforcing coherence with minimal adjustment. This paper explores two methods to further improve the forecasting accuracy within the CAP framework and proposes practical algorithms that implement them. These methods allow flexibility to add fixed constraints to the coherentization process and compensate for the psychological bias present in probability estimates from human judges. The algorithms were tested on a data set of nearly (...) half a million probability estimates of events related to the 2008 U.S. presidential election (from about 16000 judges). The results show that both methods improve the stochastic accuracy of the aggregated forecasts compared to using simple CAP. (shrink)

This exploratory study investigates firms’ implementation of a new corporate governance code in Mauritius, a developing economy. The authors rely on annual report disclosures during a four-year period. The authors analyze the level of corporate engagement with the code’s requirements, including corporate social responsibility initiatives, relative to a 2004 benchmark over the three subsequent years. The study contributes to the literature in two ways. First, it provides much needed evidence of longitudinal implementation within developing economies that exhibit, or have started (...) to exhibit, a combination of ownership and control features found in more advanced economies and characterized in the literature as an “emerging governance” model. Second, the authors develop a more comprehensive assessment of implementation using a scoring system that combines trichotomous weighting of each governance component and trichotomous rating of implementation of each component. The authors argue that this system is superior to the un-weighted, dichotomous approach typically used in the literature. The analysis of weighted assessment scores for reveals a significant implementation of the code initially after 2004; but implementation began to level off by 2007 well below maximum assignable scores. Detailed requirements regarding directors’ appraisal and training, remuneration policies and remuneration information appear to be ignored by companies through 2007. A correlation analysis of the corporate governance scores and firm-based measures shows that the association between these different variables fluctuates significantly over the implementation window. This paper analyzes individual probabilistic predictions of state outcomes in the 2008 U.S. presidential election. Employing an original survey of more than 19,000 respondents, ours is the first study of electoral forecasting to involve multiple subnational predictions and to incorporate the influence of respondents’ home states. We relate a range of demographic, political, and cognitive variables to individual accuracy and predictions, as well as to how accuracy improved over time. We find strong support for wishful thinking bias in expectations, as (...) Republicans gave higher probabilities to McCain victories and were worse at overall prediction. In addition, we find that respondents living in states with higher vote shares for Obama performed better at prediction and displayed less wishful thinking bias. We conclude by showing that suitable aggregations of our respondents’ predictions outperformed Intrade (a prediction market) and fivethirtyeight.com (a poll-based forecast) at most points in time. In this paper, I examine how an organization narratively constructs its prototypical disabled employee. Data comprise public narratives of the Government of India, the country’s largest employer of disabled persons. Narratives during 2008–2016 were considered as this timespan witnessed the design of inclusive legislation that emphasized defining disabled persons and their entitlements. Findings indicate that the label of “disadvantage” was consistently used to portray the target employee. Alongside other narrative material suggesting, for example that the target employee was someone who (...) required employment assistance, this label was supplied to external audiences to convert them into potential partners. This supply of narrative material further reinforced the portrayal of the target employee. Consistent use of this expansive label subsumed changing definitions of who is a disabled person, allowed for aggregations with diverse disadvantaged collectives, and accommodated changes in employment entitlements and ecosystem partners, thereby allowing the reading of change in stable narratives. The contributions of this paper lie in highlighting how the consistent use of an expansive label can cast narrative stability and change as complementary, and in suggesting that narrating a prototypical employee entails shaping the setting outside the employing organization toward employee categorization. The Kāśikāvṛtti, the oldest available complete commentary on Pāṇini’s grammar, the Aṣṭādhyāyī, is found quoted often in the later Pāṇinian grammatical tradition. These quotations throw light on a number of aspects of the text of the Kāśikāvṛtti. This paper focuses on how this later Pāṇinian grammatical tradition views the modifications in the text of the Aṣṭādhyāyī and concludes that also the tradition ascribes these modifications to the Kāśikāvṛtti. Further, this paper also attempts to show that these quotations can be shown (...) to have interacted with the manuscript tradition of the Kāśikāvṛtti and indeed with the help of these quotations it becomes easier to better understand the manuscript transmission of the Kāśikāvṛtti. Thus, this article focuses on one of the applications of the study of quotations: through an analysis of the content of the quoted passages of the Kāśikāvṛtti in later Grammatical literature, it discusses the history of the transmission of the KV and of the text it comments upon, i.e., Pāṇini’s Aṣṭādhyāyī. It also shows how a study of quotations is an unavoidable complement of the analysis of manuscripts for scholars aiming at the reconstruction of texts so remote in time. (shrink)

The linguistic input children receive across early childhood plays a crucial role in shaping their knowledge about the world. To study this input, researchers have begun applying distributional semantic models to large corpora of child‐directed speech, extracting various patterns of word use/co‐occurrence. Previous work using these models has not measured how these patterns may change throughout development, however. In this work, we leverage natural language processing methods—originally developed to study historical language change—to compare caregivers' use of words when talking to (...) younger versus older children. Some words' usage changed more than others; this variability could be predicted based on the word's properties at both the individual and category levels. These findings suggest that caregivers' changing patterns of word use may play a role in scaffolding children's acquisition of conceptual structure in early development. (shrink)

Respecting patients’ rights is a fundamental aspect of providing quality healthcare. The present investigation attempts to explore the awareness among patients about their rights in a coastal township in India. A questionnaire-based cross-sectional study was carried out among 215 patients admitted to the wards of a tertiary care teaching hospital in Mangalore. Awareness among patients regarding their rights varied for various issues and ranged between 48.4 and 87.4 %. Awareness about patients’ rights was independent of gender, socio-economic and educational status. (...) Doctors were found to be the most common source of information for patient’s about their rights in the study. Doctors must conform to the relevant legislations and involve patients in all aspects of healthcare. There is a need to increase awareness among patients about their rights to ensure informed decisions and better health care services. (shrink)
